很高興出席今天的中巴經濟走廊第五次媒體論壇??吹酱碇邪蛢蓢褚獾拿襟w人士共聚一堂,為“一帶一路”和中巴經濟走廊出謀劃策,這充分說明了走廊建設順民意、得民心、惠民生,得到中巴兩國社會各界的高度重視和衷心擁護。
It’s my honor to attend the 5th China-Pakistan Economic Corridor (CPEC) Media Forum. Today many media friends who represent people of China and Pakistan gather together to share ideas and suggestions for “Belt and Road” and the CPEC. This fully demonstrates that the CPEC cooperation enjoys the support of the people, serves their well-being and has won highly reputation of the two countries.
當中巴兩國人民齊心共建走廊之時,卻不時傳來一些雜音。今天早晨,美國務院代理助理國務卿愛麗絲·威爾斯在公開講話中大談中巴經濟走廊,拋出了許多荒謬的觀點,我感到十分驚訝。我在巴基斯坦與威爾斯女士至少有兩次面對面交談,并就走廊情況向她做過介紹,但看來她好像并沒有認真聽,還抱怨“不透明”。
When the people of China and Pakistan are working together to jointly promote CPEC for a better future, there are some noises from time to time. Early this morning, Ms. Alice Wells, Assistant Secretary of State for South and Central Asian Affairs, talked about the CPEC in a public speech, which riggered many absurd views. I was very shocked. Actually, I had at least two times face-to-face conversations with Ms. Wells in Pakistan and briefed CPEC to her, but it seems that she did not listen carefully and still complained about “Lack of transparency”.
朋友們都很關心中巴經濟走廊建設進展。面對美方別有用心的炒作抹黑,我有必要借今天這個場合向關心走廊的各界人士介紹情況,還原真相,以正視聽。
Many friends are very concerned about the construction progress of CPEC. To retaliate the negative propaganda, it is necessary for me to take this occasion to introduce the actual situation to people from all walks of life who care about CPEC, to restore the truth and to ensure a correct understanding of the facts.
中巴經濟走廊建設6年多來,帶給巴基斯坦的經濟和社會效益有目共睹。伊姆蘭·汗總理稱之為巴政府的最優先事項,中國政府也全力支持。走廊已完工的能源項目提供了全巴發電總量的近30%,為巴經濟發展提供能源保障??龈咚俟范冢ê枕f利揚-曼塞赫拉)項目日前順利通車。我在阿巴塔巴德的朋友告訴我,該項目通車后,原來需要走3個小時的路程,半個多小時就到了。瓜達爾自由區起步區吸引了20多家企業入駐,直接投資額超過6億美元。在中巴經濟走廊的帶動下,世界銀行發布的全球營商便利指數排名巴基斯坦從去年的136位大幅提升至今年108位,全球競爭力指數從108位躍升至82位,為吸引外資實現產業升級創造良好條件。
CPEC has brought tangible economic and social benefits to Pakistan since its construction in more than six years, which is widely recognized. Prime Minister Imran Khan terms CPEC the top priority of the Pakistani government, and the Chinese Government also fully supports it. The generating capacity of the completed energy projects of CPEC accounts for nearly 30 percent of Pakistan’s total power generation. These projects have provided the energy security for Pakistan’s economic development. The Havelian-Mansehra section of Karakorum Highway (KKH) II opened to traffic just on Nov. 18, and it resolves the trip problem along KKH.My friends in Abbotabad told me that the Highway helps them to shorten the travel time from 3 hours to 30 minutes. The Initial District of Gwadar Free Zone has got over 20 enterprises residents, with a direct investment over 600 million U.S. dollars. Amid the construction of CPEC, Pakistan is ranked 108 this year in the ease of doing business from 136 in 2018, according to the latest World Bank annual ratings, while it moves upto the 82th place from the 108th on global competitiveness index. All these make great opportunities for attracting foreign investment and realizing industrial upgrading.
關于所謂的“高電價”問題,2014年以前巴基斯坦嚴重缺電,平均每天停電6-12小時,成本高達17美分/度,在座的各位深有體會。為降低發電成本,解決電荒問題,2014年巴政府出臺《進口燃煤電站項目標桿電價政策》,吸引外資對巴能源領域投資。該政策是公開透明的,適用于所有巴本地及所有外國投資商。但這個政策并沒有吸引來美國的外資。在中巴兩國人民共同努力下,卡西姆港和薩希瓦爾兩座電站建成投產。巴中央購電局(CPPA)定期對131個可調度的火電機組電價由高到低排序,根據價格采購用電。今年6月排序中,卡西姆電站排名倒數第4,薩希瓦爾倒數第16。正是由于兩座電站電價有優勢,技術先進,電力供應穩定,巴政府一直要求兩座電站100%發電并全部采購。事實證明,走廊讓巴基斯坦人民用上了便宜、清潔的能源,得到巴社會各界一致支持,中巴兩國人民最有資格對走廊作出評價。如果美國真的關心巴人民缺電問題,為何未見美國企業在2014年來巴建設電站?
Regarding the issue of “high electricity rates”, I have to point out Pakistan had a serious power shortage before 2014. The average load shedding was 6-12 hours per day, and the cost was as high as 17 cents/kWh. Everyone here has a deep understanding. In order to reduce power generation cost and solve the power shortage problem, the Pakistani government issued the 2014 Upfront Tariff Policy for imported coal power plant in 2014 to attract investment in Pakistan’s energy sector. The policy is open and transparent and applies to both local and foreign investors. However, this policy did not attract foreign investment including the United States. With the joint efforts of Pakistani and Chinese peoples, Port Qasim Power Plant and Sahiwal Power Plant have been completed and put into operation before schedule. Pakistan’s Central Power Purchasing Agency (CPPA) regularly puts the electricity prices of 131 configurable thermal power units in numerical order from high to low, and purchases electricity according to the price. In the ranking in June 2019, Qasim Power Plant and Sahiwal Power Plant ranked 4th and 16th from the bottom respectively. Due to their advantageous power prices, advanced technology and stable power supply, the Pakistani government has been asking the two power plants to operate at full generating capacity and purchasing all the electricity generated.Facts have proved that China has provided the Pakistani people with cheap and clean energy and has won unanimous support from Pakistani people of all walks of life. The people of China and Pakistan are the most qualified to evaluate the corridor. If the United States really cares about the power shortage in Pakistan, why no American companies came to Pakistan when Pakistan need it in 2014?
關于巴鐵路一號干線升級改造(ML-1),該項目的初步設計由中鐵二院、巴基斯坦國家工程公司(NESPAK)、巴基斯坦鐵路咨詢總公司(PRACS)共同完成。2016年啟動,2017年5月提交初步設計文件,2019年4月順利通過巴基斯坦鐵路總公司(PR)組建的麥克唐納巴基斯坦公司(MMP)、加拿大國家鐵路公司(Canarail)和克里姆森(Crimson)聯合體的初步設計審查。由于ML-1項目尚未立項,項目金額將根據實際情況和巴方需求進行調整。項目最終確定后,將按國際慣例招標。這是完全正常的商業行為。
As to the ML-1 project, the initial design of the project was jointly accomplished by the China Railway No. 2 Bureau, NESPAK (National Engineering Services Pakistan Limited), and PRACS (Pakistan Railway Advisory & Consultancy Services Ltd). The project was launched in 2016, and the initial design were submitted in May 2017. In April, 2019, it has successfully passed the initial design review, organized by PR (Pakistan Railways), of the complex including MMP (Mott McDonald Pakistan), Canarail(from Canada) and the Crimson. As the project has not yet been approved, the amounts of the project will be adjusted according to the actual condition and the needs of Pakistan. After finalizing the design of the project, we would initiate a bidding in accordance with international practice. This is a completely normal business practice.
所謂M5高速公路存在招標腐敗問題,這種毫無根據的惡意揣測十分可笑,而且極其不負責任。該項目是CPEC下最大的交通基礎設施工程,受到中巴兩國政府高度重視。2015年6月正式啟動招標程序,通過公平競標,中建公司以最低價成功中標。整個過程符合國際慣例,操作公開透明。項目的所有經營行為完全遵守巴基斯坦的法律法規,經得起任何方面的質疑與調查。我與巴基斯坦問責部門保持聯系,我們一致認為,中巴經濟走廊是廉潔的。至于造價問題,由于該項目毗鄰印度河,防洪設計標準高,橋梁多,工程材料運輸距離遠,路面平整度指標高等原因,項目實際造價略微高于普通公路,這也是完全合理和正常的。
The groundless speculation that M5 motorway was involved in bidding corruption is totally ridiculous, and extremely irresponsible.
This project is the largest transportation infrastructure project conducted under the framework of CPEC. The governments of both China and Pakistan attach great importance to it. In June 2015, M5 project officially launched the bidding process. Through fair bidding, China State Construction Engineering Corporation (CSCEC) won the bid at the lowest price. The entire process is open and transparent and is in line with international practice. All the operations of the project are in full compliance with the laws and regulations of Pakistan and can withstand any challenge and investigation. We keep in touch with National Accountability Bureau (NAB) of Pakistan and we both agree that the CPEC is clean. As for the cost of M5, the actual cost is slightly higher than that of ordinary motorway is completely reasonable and normal, because the project is located next to Indus river, which has caused high flood control design standards and more bridges. Meanwhile, long distance engineering materials transportation and higher pavement roughness index are also important.
關于勞工和就業,中巴經濟走廊建設以來,已為巴基斯坦人民創造了超過7.5萬個直接就業崗位,20萬個間接就業崗位,使巴人均收入增長23%。100多家巴中小企業參與到走廊建設中,提供就業崗位數十萬。僅走廊項下交通基礎設施項目蘇庫爾—木爾坦高速公路在建設期間為當地創造了約29000個就業崗位,培訓了大量巴方技術人員。據巴政府預計,走廊將在2015至2030年間為巴創造230萬個就業崗位,并拉動該國年度經濟增速提升2至2.5%。
About labor and employment, since the construction of the CPEC, it has created more than 75,000 jobs directly and 200,000 jobs indirectly for the Pakistani people, with its per capita income increased by 23 percent. More than 100 small and medium-sized enterprises have participated in the construction of the CPEC, providing hundreds of thousands of jobs. Among which, the transport infrastructure project Sukkur-Multan Motorway has created about 29,000 local jobs, and a large number of Pakistani technicians have been trained during its construction. The CPEC is expected to create 2.3 million jobs between 2015 and 2030 and boost the Pakistan's annual economic growth rate by 2-2.5 percent, according to the Pakistani government.
威爾斯女士說中國對巴只有貸款,沒有援助。這充分暴露了她對中巴關系的無知。目前西方金融機構是巴最大的債權方。中方對巴提供貸款,目的在于巴財政穩定和經濟發展,而且中國從來不逼債。關于援助,中巴是風雨同舟、榮辱與共的全天候戰略合作伙伴,半個多世紀以來一直給予對方力所能及的支持和幫助。以近幾年為例,2015年10月巴阿邊境地震,中國政府向巴方提供1000萬元人民幣緊急人道主義援助,是震后第一批運抵巴的外國援助物資。2016年,為幫助巴FATA地區民眾早日重返家園,中國政府向巴方無償提供1000萬美元現匯援助。同樣,在2008年中國汶川地震發生時,巴政府第一時間將逾10噸救災物資運往災區,又先后捐贈了22260頂帳篷。這種血濃于水的情誼,不是一個人、幾句話就能輕易抹殺的。除救災援助外,近幾年,中方援助修建喀喇昆侖公路、巴基斯坦體育中心、中巴友誼中心等基礎設施項目,也援助修建法曲爾小學、FATA地區學校。為幫助俾省發展,我們還援建了瓜達爾東灣快速路和瓜達爾新國際機場。中方還將對巴提供醫療物資和疫苗冷藏設備、太陽能照明設備、中小學智慧教室等援助,積極參與社會民生事業。
Ms. Alice G. Wells said China only gave loans to Pakistan, not aid. This fully exposes her ignorance of China-Pakistan relations. At present, Western financial institutions are the biggest creditors of Pakistan. China's loan to Pakistan is aimed at Pakistan's fiscal stability and economic development, and China has never forced other countries to pay debts. About aid, China and Pakistan are all-weather strategic partners who stand together through thick and thin and share weal and woe. In recent years, for example, in October, 2015 earthquake happened along the border between Pakistan and Afghanistan, the Chinese government offered RMB 10 million of emergency humanitarian aid to Pakistan, which was the first batch of foreign aid arrived in Pakistan. In 2016, the Chinese government provided free cash assistance of USD 10 million to Pakistan to help people in the FATA region return to their homes. Similarly, when the Wenchuan earthquake hit China in 2008, the Pakistani government immediately sent more than 10 tons of relief materials to the disaster area and donated 22,260 tents. Not a person, a few words can easily eliminate this ‘blood is thicker than water’ friendship. Moreover, in recent years, China has built infrastructure projects with grant in Pakistan such as the Karakoram Highway, Pakistan Sports Center and China-Pakistan Friendship Center, Faqeer Primary School, and FATA District School. In order to help Baluchistan’s development, China has also assisted in the construction of the Gwadar East-bay Expressway and the new Gwadar International Airport. China will also provide medical supplies, vaccine refrigeration equipment, solar lighting equipment and smart classrooms for primary and secondary schools to Pakistan and actively participate in social and livelihood undertakings.
關于經濟合作模式,我自信地認為相互尊重、合作共贏是宗旨,中巴經濟走廊秉承“一帶一路”國際合作共商共建共享原則。威爾斯女士憑借星星點點的道聽途說,對中巴合作說三道四。我倒想了解美國政府倡導的“美國第一”價值觀又能怎樣促進經濟發展?在全球化時代,國際社會對世界和平與發展都承擔著責任,我只看到美國奉行單邊主義、霸凌主義,挑戰國際準則和體系。中國不會這么做。巴基斯坦致力于經濟發展,正制定便利政策。巴基斯坦不僅是中國的投資方向,也歡迎包括美國在內的各國投資。但如果非要堅持“美國第一”,不知道這樣的模式有何吸引力?
I confidently believe that mutual respect, cooperation and win-win are the tenets of the mode of economic cooperation. The CPEC adheres to the principles of “Belt and Road” international cooperation, which are extensive consultation, joint contribution and shared benefits. Ms. Wells made irresponsible remarks about China-Pakistan cooperation with her pieces of hearsay here and there. I would like to ask her how the "America First" values advocated by the US government can promote economic development. In the era of globalization, the international community bears responsibility for world peace and development. People around the world only observe the United States pursuing unilateralism, bullying and challenging international norms and systems. China will never do that. Pakistan is committed to economic development and is developing convenient policies. It is not only the investment destination of China, but also welcomes investment from other countries including the United States. But if you insist on "America First", I wonder how attractive this model is?
在中巴兩國政府的共同規劃和兩國人民的共同努力下,走廊將在繼續扎實推進基礎設施建設的同時,以社會民生為中心,產業和農業合作為重點,排除一切外部干擾,保持高質量發展勢頭,更好造福兩國和兩國人民。
Under the joint planning of the two governments, the next phase of development of CPEC will continue to advance infrastructure constructions, focus on people's livelihood, and industrial and agricultural cooperation, maintain a sound momentum of high-quality development and bring more benefits to the two countries and peoples.
最后我想說,媒體是傳播真相的平臺,堅持新聞的客觀公正是媒體人的第一操守。面對美西方捏造事實,顛倒黑白,對中巴經濟走廊大肆攻擊,我相信中巴媒體會堅決發出自己的響亮聲音,向世界展示中巴經濟走廊合作共贏的真相!
I want to conclude my speech by saying that the media is the platform for spreading the truth. Objective and fairness is the first ethic of the media. The US is attacking the CPEC by fabricating facts. I believe that the Chinese and Pakistani media will resolutely send out their own loud voice and show the world the truth of win-win cooperation of CPEC!
